Did you receive a confirmation number when you submitted your application? If so, providing that number to the agency may help them locate your application.
They should be able to provide you with more information and help you resolve any issues. If you are unsure which agency to contact, you can try calling the Virginia Housing Development Authority at 1-877-VHDA-123 for assistance.
